DescriptionCash Flow and Payment Manager - ( 250003X2
)DescriptionThe MassHealth Cash Flow and Payment Manager (part of
the MassHealth Finance team) is responsible for tracking cash flow
and payments across MassHealth budgetary appropriations and trust
funds totaling more than $22 billion. The Manager works closely
with the Accounting, Federal Revenue, Contracts, and EHS Budget
units to resolve payment and federal claiming issues and ensure
compliance with state and federal laws and regulations. This
position is critical to the management of the MassHealth
budget.Duties and Responsibilities (these duties are a general
summary and not all inclusive)Cash flow tracking and analysis
- Management and oversight of all cash flow functions for
MassHealth's General Fund programmatic accounts. Functions
include:
- Develop annual cash flow projections; analyze actual
expenditures compared to projections on a biweekly basis, and more
frequently as needed.
- Compare cash forecasts with 3x / year budget forecasts to
ensure alignment.
- Track account-level and object-class level expenditure needs;
coordinate with ANF on transfer requests as needed.
- Oversee provider payment and expenditure transfer
requests.
- Prepare quarterly summaries of expenditure activity for the
MassHealth leadership team.
- Develop expertise in accounting and revenue claiming processes;
requires cross-functional coordination with accounting programs,
EOHHS Budget, and federal claiming units.Trust Tracking and
Analysis
- Management and oversight of Budget Team functions for all
MassHealth Trust Funds. Functions include:
- Reconcile all Trust Fund activity (spend and revenue) on a
quarterly basis; requires cross-functional coordination with
accounting program and federal claiming units.
- Coordinate Trust set-up activities at the start of the fiscal
year (e.g., transfer schedules, revenue certifications).
- Ensure Trusts are in balance at the end of the fiscal year and
operating in compliance with statutory and regulatory requirements,
including reporting requirements.
- Prepare quarterly summaries of Trust activity for the
MassHealth leadership team.Vendor Contracts and ISAs
- Management and oversight of Budget team functions pertaining to
vendor contracts and ISAs (i.e., contracts with other state
agencies). Functions include:
- Ensure all contract processes are clearly documented, and
lead/support process improvement projects.
- Manage and oversee encumbrance and invoice tracking
processes.
- Utilize data from MMARS (the Commonwealth's accounting system)
to prepare summaries of contract expenditures.
- Represent Budget team on the EOHHS ISA workgroup; coordinate
with ForHealth Consulting on financial tracking and
reporting.Managed Care Payments
- Management and oversight of Budget team's functions pertaining
to payments to managed care plans. Functions include:
- Enter and approve rates and payments timely and communicate
with health plans on payment matters.
- Coordinate cross-functionally with accounting unit, systems
teams, and federal claiming unit to reconcile payments and
troubleshoot issues.
- Ensure all payment processes are clearly documented, coordinate
with systems teams on process improvements.General Finance Team
SupportSupport other finance team activities as needed, including
audits, fiscal impacts of legislative and policy changes, reporting
on expenditure and enrollment trends, ad-hoc project
management.Preferred Qualifications
- Excellent analytical and problem-solving skills, MS Excel and
PowerPoint skills and with analyzing large datasets using Microsoft
Excel.
- Experience working knowledge of MMARS (Massachusetts Management
Accounting Reporting System).
- Excellent organizational skills and attention to detail.
- Ability to solve complicated problems with minimal
direction.
- Ability to lead projects through organizing work, establishing
operating relationships, and coordinating the work of others.
- Ability to analyze and determine the applicability of financial
and program data, to draw conclusions, and to make appropriate
recommendations.
- Ability to anticipate difficulty, and take corrective
action.
- Strong communication skills and interpersonal skills.
- Comfort with working under high pressure and tight time
constraint.
- Passion for public service.

ENTRANCE REQUIREMENTS:Applicants must have at least (A) five (5)
years of full-time or, equivalent part-time, professional,
professional internship, administrative, supervisory, or managerial
experience in financial management work (i.e. budgeting,
accounting, auditing, management analysis, program evaluation,
financial reporting of program results) or (B) any equivalent
combination of the required experience and substitutions
below.Substitutions :I. A certificate in a relevant or related
field may be substituted for one (1) year of the required
experience.II. A Bachelor's degree in a related field may be
substituted for two (2) years of the required experience.III. A
Graduate degree in a related field may be substituted for three (3)

related field may be substituted for the four (4) years of the
